California Water Service has closed its acquisition of Palm Mutual Water Company, adding the smaller utility's water system assets to its operations in the Bakersfield District.
Financial terms of the deal were not disclosed.
The deal received approval from the California Public Utilities Commission, clearing the final regulatory hurdle more than a year after the two parties reached an initial agreement in May 2025. The San Jose-based acquirer will immediately begin serving Palm Mutual's existing customer base through its Bakersfield operations.
The deal represents continued consolidation in California's fragmented water utility sector, where larger regulated utilities have steadily absorbed smaller mutual water companies and independent systems.
